The challenge:
The use of agency staffing services across the university was complex and fragmented. The lack of coordinated compliance governance and cost management created opportunities to be work more efficiently.
With variable spend patterns on staffing arrangements and the high volume of agency staff pay and invoices to manage, processes were time-consuming and prone to human error. There were risks of non-compliance to IR35 regulations and right to work checks owing to disparate approaches to how each department procured and managed their staffing agencies. 
The university recognised the need to streamline its agency supply chain. With each faculty and department working in isolation of each other, the university was missing the chance to manage cost, quality and benefit from economies of scale. The need to comply with Public Contract Regulations also formed an important driver for change.
The University decided to implement a Managed Service, and following a competitive tender process awarded the contract to Tate as the Managed Service Provider (MSP) to supply flexible staff and to deliver the following:

The solution:
As the scope of supply encompasses a wide range of roles; Tate not only supplies many roles from its own candidate community, but it also engages with other agencies within the PSL to fill vacancies for cleaning and catering staff, through to interim finance, procurement and IT staff. 
To source candidates, Tate implements a range of activities including featured listings on its own job board and website to profile the benefits of working for the University, social media advertising, attending local job fairs co-branded with the University and attending the University&rsquo;s Open Days to engage with students for flexible or fixed-term work opportunities.
<a name="_Hlk135660991"></a>Service delivery is via a dedicated team that uses on-line technology to manage flexible worker requests as well as timesheets for all agency workers. It also provides the client with live Management Information on spend and qualitative data such as satisfaction levels, fulfilment statistics, time to hire, worker tenure, assignments completed, open vacancies, supplier rankings and pay trends.
Tate&rsquo;s technology platform is central to the candidate screening and selection process, enabling hiring teams to screen and profile personalities, ensuring that only the most suitable candidates are shortlisted, saving valuable time to hire.
The Tate team works closely with the University&rsquo;s Human Resources team to ensure their employer value proposition (EVP) is represented effectively.&nbsp; Staff receive generous holiday allowance, a good pension contribution for permanent staff, and pay parity between permanent and flexible staff are well promoted in all adverts as key benefits.
Tate provides the University with market intelligence for permanent roles that they fulfill and deliver online coaching sessions for faculty hiring managers, on topics such as interviewing and managing for optimal team productivity.

The journey
Implementation started in early 2020, and the delivery team were asked to support the University earlier than the planned go-live date. This was due to high recruitment demands across various faculties, as a result of Covid related procedures, i.e. touchpoint cleaning, student catering, customer service support, and various remote administrative roles to assist day-to-day operations.&nbsp; 
As part of the launch of the new Managed Service, the dedicated Tate Account Team met with the 11 faculties and Professional Service departments via webinars and meetings to launch the new hiring process. To monitor feedback Tate have implemented satisfaction surveys for hiring managers and for candidates to share and promote feedback and ideas for ongoing development.&nbsp; 
The implementation of the contract was complex including a new hiring process launched to 11 departments and 250+ staff with a new vacancy approval process to ensure cost and quality controls were in place from day one.
A key standout point of success stories so far includes Tate&rsquo;s strict compliance management to IR35 and Right to Work regulations. Tate assume full responsibility and have robust systems in place to manage the process. 
Tate met with all suppliers interested in being on the PSL to understand their historic and current relationships, areas of strength and niche specialisms and then engaged the very best suppliers onto a partnership programme to support the University&rsquo;s full breadth of job roles. 
During the early stages of this partnership, invoicing was a critical part of the implementation of the new Managed Service. Tate worked with the university&rsquo;s Accounts Payable team to establish a workflow that accommodated their systems, while providing hiring managers with the visibility they needed over current and projected spend per department.&nbsp;
Since go-live, Tate has built-up a healthy talent pipeline of candidates who have been cleared to work at the University and are fully compliant and ready for service.&nbsp; This results in vacancies being filled quickly.

The client entered a competitive bid to win a global contract for a 3-month social media management capability, for a global sporting event. To meet the service need, Tate were asked to supply 22 social media specialists across 4 job roles, to work remotely in the UK throughout the sporting event. The staff were required to manage social media profiles and community engagement across Instagram, TikTok, Facebook, Twitter and YouTube in multiple languages. The roles were responsible for building excitement prior to the event, sharing live news and updates throughout the event and post-event highlights. Optimising community engagement through regular content marketing across all channels was key to the success of the project. Due to the nature of the event, working outside of standard office hours and proficiency in a second language were all special requirements. With the event attracting a global audience, language proficiency was needed in over ten languages including Portuguese, Spanish, French, German, Dutch, Russian and English.

The Challenge

The client had not fully signed the contract with the international sporting event organisers when they asked Tate to help, and so all the candidate attraction programme had to be devised whilst knowing that the contract may not be secured.&nbsp;The roles required included Social Media Co-ordinators and Social Media Managers.
With only two weeks to find ample candidates to place 22 social media specialists with the second language capability and specialist content management skills, the Tate team had their work cut out to find suitable and experienced candidates. They dedicated a modest team of Recruitment experts to explore their extensive candidate communities and the existing candidate database. Proactive sourcing was also used extensively as part of a LinkedIn search campaign.&nbsp;
The team carried out initial interviews, competency testing including language translation assessments, before preparing candidate shortlists for the client to conduct final interviews.

The Solution

During the contract the numbers of staff required for each country changed and the Tate team worked closely with the client to ensure clear communication was maintained. Regular calls and meetings were set-up to ensure the right number of people were being supplied and employed.
In addition, the working hours and work schedule for the candidates changed weekly throughout the event, requiring the Tate staff to support candidates and keep them motivated throughout the contract. Support calls were set-up weekly with these employees to maintain engagement and minimise the risk of attrition.

<h3>The Challenge</h3>
In November 2022, Tate was asked to supply 40 event staff to represent the client&rsquo;s brand as extended hosts to their 2,000 delegates across the 2-day, London event which coincided with a major tube strike.
The event staff would need to give attendees a high-quality customer service experience that complemented the clients&rsquo; own customer success ethos and standards. The event was held at the Tobacco Dock area of Central London and required a variety of staff with a range of responsibilities from directing attendees around the venue, supporting speakers in break-out rooms, event hosting, supervising and registering attendees. Staff were required to work long 12-hour shifts over both days.
Tate was chosen to recruit on the client&rsquo;s behalf, for its proven ability to find good quality staff and deliver an efficient screening and hiring service. The client needed an agency they could trust to hire on their behalf, so they were able to focus on organising the event.

<h3>The Solution</h3>
The Tate team worked closely with the client to advertise roles through online job boards, Facebook and the Tate website.
All applicants were taken through a fast and thorough candidate registration process, which included screening for legal compliance with Right to Work in the UK. Additional screening for customer service skills included a telephone interview, followed by a video interview. The video interview allowed people to demonstrate interpersonal and communication skills that would be essential for dealing with members of the corporate public.
Candidates with a retail background were favourable for their experience of building rapport quickly and for their stamina in a highly visible role at a fixed location for long periods of time.
Successful candidates were provided with full details of the event dates, location, start and end times plus supporting information to assist familiarisation with the venue layout. The Tate team also spent time working through travel options with every candidate, ensuring everyone was comfortable with alternative travel arrangements during the strike disruption.
An Associate Director and Operations Director from Tate attended the exhibition on both days to check-in staff as they arrived and spent 30 minutes providing staff with uniforms and familiarising them with the venue layout, facilities, and agenda and briefing them on their roles throughout each day.
A reserve team of event staff were placed on standby in case there were any last-minute backfill requirements during the event. Thankfully 100% attendance was achieved by the first team recruited.

Reducing time-to-hire for global music streaming brand

The Challenge:
In 2023, our client partnered with a multinational technology company offering discounts to their products via an online portal. Due to the high-profile status of these products, our client decided to recruit one hundred, Customer Service Agents over a four-month period, to deliver a chat support service. The service was designed to support customer with how to access and use the new portal. Tate was chosen as the sole recruitment partner for its track record of sharing valuable expertise with the client and in finding good quality staff for previous projects.
The Customer Service Agent roles were remotely based and agents had a choice of working two different shift patterns over a 7-day period; working 5 days on and 2 days off. Candidates needed to be skilled in handling queries quickly and have a friendly and helpful manner when dealing with customers on the live chat.

The Solution:
Tate implemented a candidate attraction campaign that included advertising roles on the Tate website, national job boards and social media platforms, including Facebook and LinkedIn. A referral scheme was launched using database marketing through Tate&rsquo;s existing candidate community. The recruitment team worked with a local university to attract local students with experience using the discounts platform and who could draw on personal experiences and serve as authentic brand advocates.
The recruitment team were always available for the client and met with their Customer Support Specialist on a weekly basis. Through weekly review meetings, the team used KPI tracking to monitor candidate attraction, recruitment and onboarding progress. Insights and ideas were shared on what improvements could be made, such as providing additional training.
The Tate team processed holiday requests and ensured payroll queries were dealt with in a timely manner, removing additional workload from the client.

All applicants were fully screened and evaluated by the Tate recruitment team consisting of three Recruitment Consultants, one Associate Director and the support of Tate&rsquo;s Payroll and Compliance Team.
The evaluation activity carried out by the Tate team involved testing all applicants for job-relevant skills, including attention to detail, numeracy, and literacy. A pass rate of at least 80% was required to meet the needs of the role and to support neurodivergent applicants,
the test could be completed up to three times. By shortlisting applicants on demonstrable skills and capabilities, the client could focus their time on the final interview stage.
To ensure candidates were being supported in their roles, Tate provided access to the client&rsquo;s Employee Assistance Scheme, which includes access to wellbeing tools and guidance.
