Strategic Procurement Manager

  • Rate: £21.17 per hour
  • Contract: August - November 2026
  • Hours: 37 hours per week
  • DBS Required /Housing Experience Essential

We are currently recruiting for an experienced Strategic Procurement Manager to support a leading local authority procurement function within the Housing sector.

This is an excellent opportunity for a procurement professional with significant experience in housing-related procurement, public sector tendering, and commercial project delivery. The successful candidate will play a key role in developing and delivering strategic procurement plans, leading complex tenders, and driving value for money across major spend areas.

Key Responsibilities

  • Lead the delivery of strategic procurement plans and complex procurement projects.
  • Manage large-scale tendering exercises and commercial initiatives from inception through to contract award.
  • Advise senior stakeholders on the most appropriate procurement and market engagement strategies.
  • Drive value for money, commercial innovation, and service improvement across housing-related spend areas.
  • Ensure compliance with Public Procurement Regulations, council policies, and governance requirements.
  • Promote and embed Social Value, Environmental Sustainability, and Modern Slavery considerations within procurement activity.
  • Build effective relationships with internal departments, suppliers, partners, and elected members.
  • Lead and support procurement staff, providing coaching, guidance, and professional development.

Essential Requirements

  • Significant procurement experience within Housing environments (essential).
  • Strong experience managing complex procurement and tendering projects.
  • Extensive knowledge of public sector procurement legislation, including PCR 2015 and Procurement Act 2023.
  • Experience operating within public sector governance frameworks.
  • Degree-level qualification, CIPS Level 5 (or equivalent experience) preferred.
